Texas House Bill 3613 Allows FullIdentity.com To Add New Services

Because of the needs of the Texas law enforcement community and the recent passing of House Bill 3613 this vendor has added new services to support this branch of our government. The new bill sets a standard for the photo identification cards of law enforcement officers. A few of the new features that have been added to the services of FullIdentity.com include the capturing of digital fingerprints and signatures directly from their Internet based services. There were items that other organizations were requesting, but the passing of this bill prompted the development of the new services.

As of September 1st, 2007, Texas law enforcement departments are required to issue photo identification cards that contain thumbprints or barcodes and signatures. The bill requires departments of more than one thousand officers to carry these new cards as of the beginning of 2010 while all of the smaller departments are required to issue these cards by the beginning of 2008.

These services have been added to their Internet solution through cost effective hardware components than can be connected to your computer through a USB port. Units that would capture both fingerprints and signatures can cost as little as five hundred dollars a piece and the information captured is saved directly to the departments secured online database. A unique record stores each officers personal data specified in HB3613 including their digital thumbprint, photograph and signature. Additionally, they have added the flexibility of purchasing only one of the capture devices as a separate component if that is all that is required by the organization.

One of the reasons that this was an easy addition to their services for this community is due to their national ID card projects. This organization has been contacted by many different nations asking for their assistance in creating a national identification solution and these types of tools are part of those requests.

Access control for areas with restricted access is one of the next waves of services they intend to add. “Having the ability to use the same secure online database to configure and track each individual’s security access only makes sense and it’s one of the next areas that we are pursuing.” (Quote from Brian Jinks, project manager of FullIdentity.com). Presently they only create ID cards for these types of solutions, but this would add the ability to control and monitor the access to secure facilities. This additional technology could also be used by the law enforcement community with their same identification cards.

Texas DPS states that in 2004 there were 997 agencies employing a total of 49,120 fulltime officers. This represents about 6% of the over 730,000 fulltime officers employed in the whole of the US. These Texas law enforcement offices also employ over 30,000 civil employees.

Texas also has an additional 14,633 federal officers predominantly working in Customs and Border Control, Federal Prisons, FBI and Immigrations and Customs Enforcement.

Presently, FullIdentity.com is working for over 230 police departments since they started to pursue this market in 2006 and they continue to add about 30 new customers every business day. Photo ID cards and criminal background checks have been their primary services offered to the marketplace.
